North Wales: Different legal framework to England

North Wales landlords are governed by the Renting Homes (Wales) Act 2016, not the English Renters' Rights Act 2025. All landlords must register with Rent Smart Wales. PDA Letting Agents holds a Rent Smart Wales licence and our solicitors are qualified in Welsh landlord and tenant law.

North Wales rental market overview

North Wales offers some of the strongest gross rental yields in the UK, driven by lower property prices relative to rental income and consistent demand from cross-border workers, university students, and local employment sectors. The border corridor — Flintshire, Wrexham, and the Deeside Industrial Park area — is particularly active, with significant demand from workers at Airbus Broughton, Kellogg's Wrexham, JCB, and the wider manufacturing and logistics sector.

Wrexham has experienced a significant uplift in profile and demand following Wrexham AFC's rise through the English football leagues. The town's growing international profile has attracted investment, new businesses, and an influx of professional tenants. Property management in Wrexham is increasingly sophisticated, with landlords seeking professional management to navigate the Renting Homes (Wales) Act compliance requirements.

The Renting Homes (Wales) Act 2016 introduced a fundamentally different legal framework to England. Occupation Contracts replace Assured Shorthold Tenancies, Written Statements of Terms are mandatory, and fitness for human habitation requirements are strictly enforced. Landlords who fail to comply with the RHWA face significant penalties and loss of possession rights.

North Wales landlord FAQs

Does the Renters' Rights Act 2025 apply to North Wales properties?

No. The Renters' Rights Act 2025 applies to England only. North Wales landlords are governed by the Renting Homes (Wales) Act 2016 (RHWA), which came into force on 1 December 2022. The RHWA introduced Occupation Contracts (replacing ASTs), mandatory Written Statements of Terms, and fitness for human habitation requirements. North Wales landlords must also register with Rent Smart Wales and hold a valid landlord licence. Failure to register can result in fines and prevent possession proceedings.
